PURPOSE OF THE POSITION:

Be a part of a team driving legislative and regulatory initiatives vital to North America's supply chain. The Assistant Vice President of United States Government Affairs will be responsible for managing a portfolio of government relations initiatives to support CPKC's business, policy, and legislative goals. The hired individual will collaborate with different departments, including Government Affairs, Communications, and Media Relations. They will report directly to the Executive Vice President leading all aspects of corporate services and planning.

POSITION ACCOUNTABILITIES:

  • Develop and nurture positive relationships with key elected officials and their staff at federal, state, and local levels to advocate for CPKC's interests
  • Monitor, analyze, and respond to policy, legislative, and regulatory developments impacting the railway industry and CPKC
  • Identify and assess risks and opportunities within the United States political landscape, providing detailed reports and analyses
  • Present fact-based arguments to educate collaborators, reinforcing CPKC's position as an industry leader on relevant public policies
  • Responsible for developing, implementing, and refining a Government Affairs strategy aligned with CPKC's vision and strategic goals
  • Develop a three-year strategic plan and an efficient organization design to support high-level business objectives and performance, ensuring internal cross-functional capability and meeting service delivery requirements.
  • Lead and mentor direct reports, guiding their initiatives in community involvement, relationship building, and other US Government Affairs responsibilities

POSITION REQUIREMENTS:

  • Bachelor's degree in a related field; legal education is a plus
  • Over 10 years of experience in government policy analysis and legislative impact analysis at both company and industry levels, with a proven track record to integrate complex connections across operations, sales, marketing, and taxation
  • Deep understanding of government functions, legislative and regulatory processes, and the policy-making procedures
  • Possess a vast network of contacts within the United States political spectrum, with the ability to form relationships with senior government officials, including Senators, Congress members, and leaders such as the Chair of the Surface Transportation Board and the head of the Federal Railway Administration
  • Outstanding advocacy skills with the ability to simplify intricate concepts and convey them effectively to diverse audiences
  • Outstanding interpersonal and relationship-building capabilities
  • Outstanding collaborator with a proactive, self-directed approach to task completion
  • Demonstrated ability to excel in a fast-paced environment, handle pressure effectively, and uphold high-quality standards
  • High proficiency in using Microsoft Word, Excel, and PowerPoint

Management Conductor Program:

Becoming a qualified conductor or locomotive engineer is the single best way for a management employee to learn the business at CPKC. You may be required to obtain a certification or to maintain your current certification/qualification as a conductor or locomotive engineer.
